GACC Food Registration
- What is GACC Decree 248?
- GACC Decree 248 is China's regulation on the registration of overseas food manufacturers, processors, and storage facilities. It has been mandatory since January 1, 2022. All food exporters to China must be registered through China's CIFER system.
- How long does GACC registration take?
- The timeline varies by product category. Low-risk (non-18-category) products can typically be registered within 2-4 weeks. High-risk (18-category) products require government recommendation and may take several months.
- Is GACC registration mandatory for all food products?
- Yes. All food products exported to China require GACC registration, regardless of the product type or volume. Without it, your goods cannot clear Chinese customs.
- What is the validity period of GACC registration?
- GACC registration is valid for 5 years. Renewal applications must be submitted 3-6 months before expiration.
Chinese Label Compliance
- Why do I need Chinese labels?
- Chinese labeling is mandatory for most imported products sold in China. Non-compliant labels can result in customs rejection, product recalls, and penalties.
- What are the mandatory label elements?
- For prepackaged food, GB 7718-2025 requires: product name, ingredient list, net content, production/expiry date, storage conditions, manufacturer information, and Chinese agent details.
CCC Certification
- What products require CCC certification?
- CCC certification is mandatory for products in 17 categories including household appliances, IT equipment, lighting, automotive parts, children's toys, and lithium-ion batteries (added in 2024).
- How long does CCC certification take?
- Typically 2-6 months depending on product complexity, testing requirements, and factory inspection needs.
Cosmetics Filing
- What is the difference between ordinary and special cosmetics?
- Ordinary cosmetics (skincare, makeup, haircare) require filing with NMPA. Special cosmetics (sunscreen, whitening, hair dye, freckle removal) require full registration, which takes longer and involves more testing.
Cross-border E-commerce
- Do I still need GACC registration for cross-border e-commerce?
- Yes. Food products sold through cross-border e-commerce still require GACC registration. However, some other requirements (like Chinese labels) may be exempted for cross-border sales.
- What are the purchase limits for cross-border e-commerce?
- Single transaction limit: Β₯5,000. Annual limit per consumer: Β₯26,000. Within these limits, tariffs are 0% and VAT/consumption tax are charged at 70%.
Brand Protection
- Should I register my trademark before entering China?
- Absolutely. China follows a first-to-file trademark system. If you don't register, someone else can register your brand and block your market entry.
- How long does trademark registration take?
- Direct filing with CNIPA takes 7-12 months. Madrid system designation takes 12-18 months. We recommend starting the process before your product launch.
