GACC Food Registration

What is GACC Decree 248?
GACC Decree 248 is China's regulation on the registration of overseas food manufacturers, processors, and storage facilities. It has been mandatory since January 1, 2022. All food exporters to China must be registered through China's CIFER system.
How long does GACC registration take?
The process varies by product category. Low-risk products can be registered directly through CIFER. High-risk products require government recommendation through your country's competent authority. We guide you through every step.
Is GACC registration mandatory for all food products?
Yes. All food products exported to China require GACC registration, regardless of the product type or volume. Without it, your goods cannot clear Chinese customs.
What is the validity period of GACC registration?
GACC registration is valid for 5 years. Renewal applications must be submitted 3-6 months before expiration.
Can a single company register multiple product categories?

For prepackaged food, GB 7718-2025 requires: product name, ingredient list, net content, production/expiry date, storage conditions, manufacturer information, and Chinese agent details.
What additional labeling do health supplements require?
Yes, health supplements (保健食品) have additional labeling requirements beyond standard prepackaged food, including health function claims, suitable population groups, and usage instructions. We handle category-specific label compliance.

Do imported cosmetics need Chinese labels?

CCC Certification

What products require CCC certification?
CCC certification is mandatory for products in 17 categories including household appliances, IT equipment, lighting, automotive parts, children's toys, and lithium-ion batteries (added in 2024).
How long does CCC certification take?
The process involves product testing, factory inspection, and certification review. Complexity depends on product category. We coordinate all steps with accredited Chinese testing labs.
Do I need new CCC certification if I change manufacturers?
No, CCC certificates are tied to the specific manufacturing facility. If you change manufacturers, a new CCC application is required. We can assist with transferring or re-applying for certification.
What determines the cost of CCC certification?
CCC costs vary by product category, testing requirements, and factory audit scope. We provide a detailed cost estimate after assessing your specific product. Our fixed-fee structure means no surprises.

Cosmetics Filing

What is the difference between ordinary and special cosmetics?
Ordinary cosmetics (skincare, makeup, haircare) require filing with NMPA. Special cosmetics (sunscreen, whitening, hair dye, freckle removal) require full registration, which takes longer and involves more testing.
What is a Chinese responsible agent?
A domestic responsible person is a China-based entity legally responsible for your product's quality and safety. They handle NMPA communications, adverse event reporting, and regulatory compliance. We can serve as your responsible agent.
Do I need to test my products in China?
Yes, NMPA requires safety and efficacy testing at accredited Chinese laboratories. Some foreign test data may be accepted for certain assessments, but core safety testing must be conducted in China.

Cross-border E-commerce

Do I still need GACC registration for cross-border e-commerce?
Yes. Food products sold through cross-border e-commerce still require GACC registration. However, some other requirements (like Chinese labels) may be exempted for cross-border sales.
What are the purchase limits for cross-border e-commerce?
Chinese CBEC regulations impose per-transaction and annual purchase limits per consumer. Within these limits, preferential tariff and tax rates apply.
How do I handle returns and customer service in China?
Most cross-border platforms provide built-in customer service tools and return handling. We advise on setting up Chinese-language customer service workflows and managing returns through bonded warehouses.
Can I transition from cross-border to traditional import later?
Yes, many brands use cross-border as a market testing channel before transitioning to full traditional import with complete NMPA, GACC, and CCC compliance. We support both pathways.
