What is China’s CSAR regulation?
CSAR (Cosmetic Supervision and Administration Regulation) is China’s core cosmetics law effective since 2021. It governs filing, registration, ingredients and safety assessment for imported cosmetics. For UK brands familiar with EU 1223/2009 and US brands used to FDA oversight, CSAR is a different, approval-based system - we bridge the gap for both.
Do I need animal testing for cosmetics in China?
Since 2021, animal testing is no longer mandatory for most imported cosmetics when sufficient safety data is provided. Special rules still apply to certain product categories - US and UK brands with complete safety dossiers benefit most from the exemption.
How long does NMPA filing take?

Yes, strongly recommended. Cosmetic brand squatting is widespread in China. Unlike UKIPO or USPTO rights, only a CNIPA registration protects you in China - register before entering the market.
