What Is CCC Certification?
The China Compulsory Certification (CCC or 3C) mark is China's mandatory safety certification system for products sold in the Chinese market. It was established in 2002 to protect consumer safety and national security, and it applies to a defined catalog of product categories.
If your product falls within the CCC catalog, you cannot import, sell, or use it commercially in China without a valid CCC certificate. Customs will block your shipment, and market regulators can impose fines and product seizures.
The CCC mark looks similar to the CE mark used in Europe — it's a circle containing the letters "CCC" — but the certification process is significantly more involved.
Which Products Require CCC?
The CCC catalog currently covers 17 product categories with over 100 specific product types. The most common categories include:
Electronics & IT Equipment
- Household audio and video equipment
- Information technology equipment (computers, printers, monitors)
- Telecommunications terminal equipment
- Low-voltage electrical appliances (switches, circuit breakers, connectors)
- Power tools
Home Appliances
- Refrigerators and freezers
- Air conditioners
- Washing machines
- Electric fans
- Water heaters
- Microwave ovens
Automotive & Parts
- Motor vehicles and safety components
- Tires
- Safety glass for vehicles
- Headlamp assemblies
Other Categories
- Wire and cable products
- Circuit switches and protection devices
- Lighting equipment
- Children's toys (electric, plastic, metal, and stroller categories)
- Fire safety equipment
- Safety protective products
- Lithium-ion batteries and battery packs (added in 2024)
The catalog is updated periodically. In 2024, lithium-ion batteries were added to the mandatory list, affecting a wide range of consumer electronics and electric vehicles.
CCC vs. Self-Declaration of Conformity (SDOC)
Some products in the CCC catalog qualify for Self-Declaration of Conformity (SDOC) instead of full third-party certification. SDOC is available for lower-risk products within certain categories and offers:
- Faster timeline — No factory audit required
- Lower cost — No third-party certification body fees
- Simpler process — You declare conformity and self-manage compliance
However, SDOC still requires:
- Product testing at a CNAS-accredited laboratory
- Technical documentation demonstrating compliance with Chinese national standards
- Ongoing compliance management
Determining whether your product qualifies for SDOC requires careful catalog analysis. We assess every product individually.
The CCC Certification Process
Phase 1: Application and Documentation
Submit your application to an approved CCC certification body (CNCA-designated). Required documentation includes:
- Product technical specifications
- Circuit diagrams and component lists
- Product photos and user manuals
- Factory quality management system documentation
- Test reports from accredited laboratories (if available)
Phase 2: Type Testing
Your product samples are sent to a CNAS-accredited Chinese testing laboratory for type testing against the applicable Chinese national standards (GB standards). Testing covers:
- Electrical safety — Shock protection, insulation, temperature rise, etc.
- EMC (Electromagnetic Compatibility) — Interference emissions and immunity
- Environmental requirements — Operating temperature, humidity, etc.
Testing typically takes 4-8 weeks depending on the product complexity and laboratory backlog.
Phase 3: Factory Inspection
For full CCC certification (not SDOC), a factory inspection is required. Inspectors from the certification body visit your manufacturing facility to verify:
- Quality management system compliance
- Production process controls
- Testing equipment calibration
- Consistency between the tested samples and production units
If your factory has never been inspected for CCC, this initial audit can take 2-4 weeks to schedule and complete.
Phase 4: Certification and Marking
Once testing and factory inspection are complete and all requirements are met, the certification body issues your CCC certificate. You can then:
- Apply the CCC mark to your products and packaging
- List your products as certified in the CNCA database
- Begin importing and selling in China
Timeline and Cost Expectations
Typical Timeline
| Phase | Duration | |-------|----------| | Application preparation | 2-4 weeks | | Type testing | 4-8 weeks | | Factory inspection | 2-4 weeks | | Certification review | 2-4 weeks | | Total | 4-6 months |
The timeline can be shorter for products that have existing CB Scheme test reports or IEC standards alignment, and longer for products with complex testing requirements.
Cost Factors
CCC certification costs vary based on:
- Product category — More complex products require more extensive testing
- Number of models — Each model variant may need separate testing
- Factory location — Overseas factories may require additional inspection logistics
- Existing certifications — Products with CB Scheme reports or IEC certifications may qualify for reduced testing
We provide fixed-fee pricing after assessing your specific product requirements.
Common Challenges for Foreign Manufacturers
1. Standard Differences
Chinese national standards (GB standards) don't always align perfectly with IEC or other international standards. Products designed to IEC standards may still need additional testing to meet GB-specific requirements.
2. Component Certification
Some components used in your product may also require CCC certification. If your power supply, switch, or cable doesn't have its own CCC certificate, it can delay or block your product's certification.
3. Language Requirements
All technical documentation, user manuals, and warning labels must be in Chinese. This includes product markings, safety warnings, and operating instructions.
4. Annual Surveillance
After certification, your factory is subject to annual surveillance inspections to maintain CCC validity. Missing a surveillance audit can result in certificate suspension.
5. Certificate Changes
Any significant change to your product design, manufacturing process, or factory location requires notification to the certification body and may trigger re-testing or re-inspection.
Strategic Tips
Start Early
The CCC process takes months, not weeks. Begin your certification planning at least 6 months before your target market entry date.
Leverage Existing Testing
If your product already has CB Scheme test reports or IEC standard testing, these can reduce the scope and cost of CCC testing. Bring all existing test documentation to your assessment.
Plan for Annual Compliance
CCC isn't a one-time certification. Budget for annual surveillance inspections and ongoing compliance management as part of your China market entry costs.
Consider SDOC First
If your product might qualify for Self-Declaration of Conformity, pursue this pathway first. It's faster and less expensive than full CCC certification.
